Let the total amount of expenditures be Rs. $x$.

Then, the expenditure on interest on loans:

$= \text{Rs. }(17.5\%\text{ of }x)$

$= \text{Rs. }\left(\dfrac{17.5x}{100}\right)$

and the expenditure on transport:

$= \text{Rs. }(12.5\%\text{ of }x)$

$= \text{Rs. }\left(\dfrac{12.5x}{100}\right)$

So difference between the two expenditures:

$= \text{Rs. }\left(\dfrac{17.5x}{100}\right)-\left(\dfrac{12.5x}{100}\right)$

$= \text{Rs. }(\dfrac{5x}{100})$

and so, the required percentage:
