No, 10 min in the solution seems correct to me. We are calculating stop time, so it has to be from the view of bus not stopping.

The short-cut formula is:

$\dfrac{S_1-S_2}{S_1}$

or

$\dfrac{\text{Difference of Speed}}{\text{Speed without stoppages}}$.

I think 12 minutes would be correct because it will travel by 45 km/hr by then, so it takes 9/45= 1/5 hr= 12 minutes
