Statement is complete but Answer is wrong. 20% is the correct answer because 20% of 80% is 16% of the total. And We have already 4% from above 50 Years Age.

I guess question states that, $80\%$ of the men are less than or equal to 50 years old.

Which in opinion means that, $20\%$ of the men are above 50 years of age.

check this solution:

let suppose there are 100 men. according to data 70 men are less or equal to 5. 30 men are above 25.

question also states that 80 men are less or equal to 50.

It means 20 men are above 50.

from above 50 men 20% play football.

20% of 20 is 4. from total football players 4 men are above 50. remaining 16 are below or equal 50.

Now just check that 16 is what % of 20 : 16*100/20 = 80% is answer
