There was an effort to study the relative importance that beneficiaries of five states assigned to five different development programmes implemented by their governments. Option(C) is correct

Level of dissimilarity between Kerala and Bihar is 4,

Level of dissimilarity between Bihar and Karnataka is 4,

Level of dissimilarity between Rajasthan and Kerala is 3,

Level of dissimilarity between Karnataka and Rajasthan is 4.

Thus, the odd one out is the level of dissimilarity between Rajasthan and Kerala.

Hence, option C is the correct choice.

Karnataka and rajasthan also have same level of dissimilarity.

I think the question is flawed.

I wonder why you think so. Solution clearly mentions that dissimilarity between Karnataka and Rajasthan is 4 (check for IAY) whereas dissimilarity between Rajasthan and Kerala is only 3(check MDM).

So apparently question as well as solution is perfectly OK and maybe you're approach is wrong.
