Solution:
Option(C) is correct

After the modifier at the beginning of the sentence we need to know who is ‘making use’ of the materials. Unless we write ‘Lax’ after the comma the modifier will ‘dangle’.

Hence we can eliminate A, B and E. (Note that Lax’s study is not the same as Lax!) As the sentence is a general statement we need the present tense and so C is correct.
